Certificate of Need Applications
Unlike businesses that operate in a more free-market-based environment, health care providers are under constant scrutiny to prove that the community needs the services or facilities they propose to offer. In New York State, Certificate of Need (CON) applications are submitted to the Department of Health and require approval by the State Hospital Review and Planning Council (SHRPC) and the Public Health Council (PHC).
